In a growing number of communities, food policy councils (also called “food system alliances”) have emerged to address gaps in local policies that focus on food. Most communities have transportation, housing or land use policies, but food policies are frequently missing. Food policy councils (FPCs) are an important way to bring community members together with local government to promote the social, economic and environmental health of local and regional food systems.
Food policy councils are made up of representatives from many sectors in the food system, including farmers, distributors, retailers, food service operations, government agencies (like public health, county social services and county agriculture departments), and community organizations that work in the food system. Some FPCs also develop close partnerships with county-based UC Cooperative Extension to help facilitate their work.
FPCs support a variety of food and agriculture-related policies and programs, including healthy food access, land use planning, regional food procurement, food waste, food and economic development, local food processing, and regulations related to urban farming or community gardening, to name a few examples.
A brief history of food policy councils
FPCs emerged in the late 1980s as the sustainable agriculture and food/nutrition movements began to pay more attention to community food systems. Early FPCs were created through resolutions of local government bodies (Clancy et al 2008). At that time, they tended to be embedded within government, much like a planning commission or a social service commission. As the local food movement began to rapidly expand in the 2000s, many local activists and organizations began to create FPCs as a way to bring together a more diverse group of food system stakeholders. These newer generation FPCs were typically organized outside of government as a non-profit organization or community coalition. Studies of FPCs, including our own, find that they take very diverse organizational forms and tackle widely varying issues, which means that generalizations about their goals and outcomes are difficult to make. This may be quite appropriate however, given the enduring FPC goal of tailoring food policies to the specific characteristics of particular places.
A UC ANR research project is looking at how FPCs work
While FPCs are increasingly on the radar of those trying to promote food system change, we still don't have much recent documented evidence about the actual work of FPCs (though see Harper et al. 2009, Fox 2010 and Borron 2003). In response, a team of UC Cooperative Extension researchers (Clare Gupta, Julia Van Soelen Kim, Dave Campbell, Jennifer Sowerwine, Gail Feenstra, Shosha Capps and Kate Munden-Dixon) began a comparative study of 10 California food policy councils in 2016. We wanted to know this: what are the networks and relationships that FPCs are a part of? And how do these networks and relationships influence what a FPC is able to achieve? As UCCE researchers ourselves, we were especially interested in understanding the nature of relationships between FPCs and university researchers, including UC Cooperative Extension.
To answer these questions, we interviewed more than 60 FPC members from food policy councils across California. We asked them about the work they were doing within their councils, their relationships with other players in the local food system, and the way they find information relevant for their council's priorities. We also led focus groups with members exploring the same questions. In addition, we analyzed documents produced by and about FPCs. We also engaged in “participant observation” — researcher lingo for the process of engaging with groups and individuals as a way to learn first-hand about what they do. Lastly, we combined the stories we heard from our interviewees with numerical data from a survey of nearly all of California's known FPCs. We hoped by doing this to develop a better picture of FPCs' strategies for gathering relevant information, networking and creating impact.
Our Research Findings
A full report of our findings can be found on the UC SAREP website, but here we share some key takeaways and strategies for FPC success:
- Respondents see information sharing as the most valuable FPC activity. It encourages collaboration and shifts participant thinking towards a more holistic view of food policy work.
- Members who are “knowledge brokers,,” including Cooperative Extension advisors, are connected to many different knowledge sources and are able to draw on these different sources to provide data and information that match their council's needs.
- Real-life experiences are often as compelling with policy-makers as statistics. FPCs cite the value of integrating information from numbers (i.e. quantitative data) and stories (i.e. qualitative data).
- There is no one-size-fits-all approach to FPC membership. Some FPCs view food system change as a process that involves a broad and inclusive consortium of stakeholders. They try to bring stakeholders with diverse values together (i.e., a “big tent” approach). Other FPCs emphasize attracting allies who share core values and a commitment to advocacy on behalf of food systems change (i.e., a “small tent” approach).
- Small sub-groups within FPCs can achieve significant policy change. A targeted sub-group of the FPC (i.e. working group; task force, campaign) can work with key allies to push forward a particular policy priority—the entire council does not necessarily have to be entirely involved.
- Effective FPCs have strong leaders. These leaders have deep experience and connections in the community and a good feel for the nuances involved in effective political organizing.
Overall, we found that the work of FPCs at the local and state level is making a significant difference in our state, providing a meaningful way to pursue food systems policy and change. Our recent article in the Journal of Agriculture, Food Systems and Community Development specifically highlights how local government and FPCs collaborate to shape food policies and programs in different local contexts. Shoppers purchasing fruits and vegetables in stores located in low-income neighborhoods in California may pay more for those fruits and vegetables than shoppers in other neighborhoods, according to a study that examined prices in a large sample of stores throughout the state.
Published online in March 2018 in the journal Public Health Nutrition, the study, conducted by researchers at UC's Nutrition Policy Institute, involved more than 200 large grocery stores, 600 small markets, and 600 convenience stores in 225 low-income neighborhoods (where at least half of the population was at or below 185 percent of the Federal Poverty Level) and compared observed prices to purchased price data from chain grocery stores in the same counties during the same months.
The study found that produce prices for the items examined (apples, bananas, oranges, carrots and tomatoes) were higher in stores in low-income neighborhoods than the average prices of those items sold in stores in the same counties during the same month. Fruits and vegetables for sale in convenience stores in low-income neighborhoods were significantly more expensive than those for sale in small markets or large grocery stores. Yet even in large grocery stores the study found prices in the low-income neighborhoods to be higher than average county grocery store prices during the same month.
“Americans eat too few fruits and vegetables to support optimal health, and we know that dietary disparities among socioeconomic groups are increasing,” said study author Wendi Gosliner. “This study suggests that one important issue may be fruit and vegetable prices — not just that calorie-per-calorie fruits and vegetables are more expensive than many unhealthy foods, but also that there are equity issues in terms of relative prices in neighborhoods where lower-income Californians live.”
Additionally, the study examined the quality and availability of fruits and vegetables in stores and found that while less than half of convenience stores (41 percent) sold fresh produce, even fewer (1 in 5) sold a wide variety of fruits or vegetables, and few of the items that were for sale were rated by trained observers to be high quality (25 percent for fruits and 14 percent for vegetables).
“This study suggests that convenience stores in low-income neighborhoods currently fail to provide access to high-quality, competitively priced fresh fruits and vegetables," said Pat Crawford, nutrition expert and study author. “A healthy diet can prevent disease and reduce health care costs in the state. States need to explore new ways to help ensure that families, particularly those living in low-income neighborhoods where convenience stores are the only food retailers, have access to healthy, high-quality foods that are affordable,” Crawford added.
The study also found that convenience stores participating in federal food programs (the Supplemental Nutrition Assistance Program [SNAP] and/or the Supplemental Nutrition Program for Women, Infants, and Children [WIC]) were more likely to sell fresh produce and to offer higher quality and a wider variety of fruits and vegetables than stores not participating in either program.

As we settle into 2018, it's natural to wonder what the New Year may bring. There have been dozens of "trend pieces" discussing what's in store. In this wrap, we consider possible 2018 trends in water, the GM debate, science communication, and food and nutrition.
After one of the driest Decembers on record, many Californians continue to worry about water supply. I turned to UC ANR water expert Faith Kearns. Faith is a scientist and communicator at the California Institute for Water Resources, a UC ANR-based "think-tank" that integrates California's research, extension, and education programs to develop research-based solutions to water resource challenges. Faith writes about water issues for a number of publications, including UC's Confluence blog. She was recentlyRolling Stone article about California's "climate emergency," penned by meteorologist/writer Eric Holthaus.
Faith told me this:
"Water quantity and human use tend to be the dominant lenses that we use to talk about water in California, but they're not the only thing we need to be paying attention to. For example, water quality issues loom equally as large, and are of course related. But, even beyond that, there are also many non-use oriented ways that water impacts our lives - through recreation, aesthetics, and culture, just to name a few. A trend that I hope to see in 2018 is a broadening of the conversation on water, and an expansion of the kinds of knowledge that are brought to bear on water issues."

The debate over genetically modified food: Entering a new era?
UC Davis associate professor and plant pathologist Neil McRoberts - who was recently named co-leader of UC ANR's Strategic Initiative in Sustainable Food Systems - shared his ideas about where we might be headed in terms of framing the GM discussion.
"...The GM debate is entering a new era with the growing use of gene editing - CRSPR-Cas9 - technology. Interestingly, this time around the ethics and socio-economics debate seems to be keeping pace with the science, as witnessed by the latest issue of the Journal of Responsible Innovation, which focuses on gene drive technologies and their uses. The special issue grew out of a workshop hosted at NCSU last year. The use of CRSPR has re-opened debates about how genetic modification should be regulated and labeled."

Will 2018 usher in an era of more civil communication around science-based topics?

Across the board, our public discourse took a dive in 2017 ... and that's a shame. Here's to a New Year ... and resolving to do a better job at communicating with clarity, integrity and with less judgment. The advancement of science (and perhaps the preservation of our sanity) depend upon it.
I loved this piece by Tamar Haspel, which recently appeared in the Washington Post and specifically addresses science communication and agriculture/food issues. Shorter: If we want to persuade people, we have to be respectful. She writes:
“Rudeness can increase polarization and entrench disagreements even further. Nasty begets nasty; it's regression toward the mean ..."
As both a scientist and a communicator, UC ANR's Faith Kearns also informed my thinking on where the communications trend line ought to go for 2018, telling me that:
"One of the bigger challenges, and opportunities, facing the science communication community is how to really push ourselves to better incorporate more perspectives from the social sciences and humanities. This is particularly true on issues like food, agriculture, and the environment where so much of what is truly challenging is related to human behavior, decision-making, and psychology. It's not just a matter of using research on science communication to inform practice, but also of responsibly integrating different forms of knowledge into communication efforts."
Food and nutrition trends
There are an overwhelming number of food trend pieces out right now. The Hartman Group is a good account to follow to stay apprised of food trends throughout the year. Their Year in Review blog post is definitely worth a read. It identifies some trends from last year that will likely carry forward, including consumer demands for transparency, "conscious" consumerism, customized health and wellness, and the ways in which snacking is disrupting food culture. Bonus: you can access some of Hartman's industry reports via links included in the blog post.

How are you celebrating American agriculture in your life? In advance of National Ag Week, March 19-25, and National Ag Day, March 21, Central Valley third-grade students were “learning with lettuce” how to bring more agriculture into their lives last week. The UC Kearney Agricultural Research and Extension Center offers the free lettuce plantings every year at Farm and Nutrition Day in Fresno County and Kings County, typically around the time of National Ag Week.
Students with the help of volunteers learned how to plant tiny lettuce seedlings into a pot of healthy soil to take home for transplanting later. In addition to helping the students connect their food to agriculture, the lettuce planting offered an engaging, hands-on experience growing healthy and nutritious food at home.
National Ag Week is a nationwide effort coordinated by the Agriculture Council of America to tell the vital story of American agriculture and remind citizens that agriculture is a part of all of us. National Ag Day encourages every American to:
• Understand how food and fiber products are produced.
• Appreciate the role agriculture plays in providing safe, abundant and affordable products.
• Value the essential role of agriculture in maintaining a strong economy.
• Acknowledge and consider career opportunities in the agriculture, food and fiber industry.
Each American farmer feeds about 144 people. As the world population soars, there is even greater demand for the food, fiber and renewable resources produced in the United States. Agriculture is this nation's #1 export and incredibly important in sustaining a healthy economy. That's why National Ag Week is a great time to reflect on and be grateful for American agriculture.
National Farm to School Month. Education and outreach activities such as school gardens, cooking lessons and field trips are teaching students about healthy, local foods and food's journey from the farm to their forks.
There are plenty of opportunities for teachers and schools to celebrate and get involved in National Farm to School Month with the University of California Division of Agriculture and Natural Resources (UC ANR). Here are a few ideas to get you started.
4-H youth development
Launch a 4-H Club at your school. The 4-H Youth Development Program emphasizes enrichment education through inquiry-based learning. Core content areas include Healthy Living as well as Science, Technology, Engineering and Math (STEM). Clubs have access to a wealth of curricula materials exploring food, agriculture and natural resources. 4-H also offers the Ag in the Classroom school enrichment program.
Invite UC ANR academics and program staff to your career day or science fair or to make a classroom presentation. Specialists from Master Gardeners, Nutrition Education, Project Learning Tree, California Naturalist and other UC ANR programs know how to engage and inspire your students.
Some programs, including Project Learning Tree, offer "train the trainer" professional development workshops that equip educators with the skills and knowledge to teach concepts in their own classrooms. Project Learning Tree also provides free activity guides to teachers who attend their workshops. The guides highlight differentiated instruction, reading connections, and assessment strategies and offer ideas to integrate technology into classroom instruction,
Research and Extension Centers
Take your students on a field trip to a UC ANR Research and Extension Center (REC). The nine RECs in California are focal points for community participation and for active involvement in current and relevant regional agricultural and natural resource challenges.
Visiting a REC offers students a unique opportunity to learn about food production through the lens of applied science research in plant pathology, integrated pest management, conservation tillage, water conservation, development of new crop varieties, and much more. Some RECs also host extended education programs such as Sustainable You! Summer Camp and FARM SMART.
The 2016 National Farm to School Month theme is One Small Step, which highlights the easy ways anyone can get informed, get involved and take action to advance farm to school in their own communities and across the country.
